Hamdan bin Mohammed approves AED40 billion worth of projects under public-private partnership model

DUBAI, 21st March, 2024 (WAM) — During the first meeting of The Executive Council of Dubai since its reconstitution, H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of Dubai Executive Council, approved a portfolio of public-private partnership (PPP) projects of the Dubai Government valued at AED40 billion.

The Department of Finance (DOF) of the Government of Dubai announced the portfolio as part of its PPP strategy. Featuring a wide variety of projects, the new portfolio aims to further enrich cooperation and inspire new collaborations between the public and private sectors in the emirate.

Abdulrahman Saleh Al Saleh, DOF Director-General, said, “The ambitious vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, is for Dubai to become a strong, vibrant hub for global economic development and a platform for emerging sectors. This vision enabled DOF to identify the best opportunities in the most active economic sectors and to create a portfolio worth AED40 billion of government projects that can be financed, implemented and operated according to the PPP model.

“Launching an abundant, strong portfolio of projects is a fundamental pillar of the Government’s PPP strategy, and we are ready to benefit from the success achieved in the previous stages of developing the PPP ecosystem and continue to innovate in financing vital government projects,” he added.

“DOF has well positioned Dubai’s PPP ecosystem to become a global innovative destination for governments seeking to finance infrastructure and urban development projects. The government efforts led by DOF have resulted in laying solid foundations for building a comprehensive and integrated system in PPP. We will continue strengthening these foundations and build on them in close cooperation with our partners from government entities and private sector companies, which have the capabilities and expertise and look forward to increasing the positive return on their business,” Al Saleh concluded.

“Over a three-year period, from 2024-2026, the new PPP projects portfolio will cover ten fundamental economic sectors,” said Arif Abdulrahman Ahli, Executive Director of the Planning and General Budget Sector at DOF. “It will contribute to enhancing economic growth and infrastructure development in Dubai,” he added.

“The PPP strategy focuses on the continuous consolidation of the regulatory framework in the emirate. Therefore, DOF has built a comprehensive performance framework (CPF) programme to ensure accurate management of the PPP ecosystem performance,” Ahli observed.

The CPF programme for managing the PPP ecosystem performance within the Government of Dubai revolves around five strategic objectives – ensuring compliance with the Public-Private Partnership Law, policies and guidelines throughout the partnership lifecycle; encouraging government entities to adopt the PPP model; encouraging private sector participation in public sector projects; stimulating innovation in project financing, development and operation through private sector participation; and pushing towards the adoption of environment, social and governance practices in the PPP ecosystem.

“The CPF will eventually become a central guideline applied by all relevant government entities, with the aim of developing a corporate culture based on results, enhancing efficiency and simplifying the decision-making process, among other improvements, to positively impact project implementation and performance,” Ahli summed up.

The PPP ecosystem is gaining great importance in economic development and infrastructure development, said Muna Ahmad Abdulla, Director of the Capital Projects Division at DOF, affirming that partnership projects stimulate the economy and create job opportunities through private sector investments in government infrastructure projects.

“PPP projects improve the infrastructure and modern projects implemented in partnership with the private sector ensure the improvement of services provided to citizens and residents, as partnership with the private sector leads to improved efficiency and innovation in service delivery,” said Muna Abdulla.

“Private sector financing of infrastructure projects contributes to firming governance and activating the principles of transparency and accountability, given that PPP projects are based on clear contracts and strong monitoring and evaluation mechanisms. In short, PPP projects are a powerful tool for achieving sustainable development and improving the lives of individuals and communities,” she concluded.

In 2023, DOF launched a digital platform for managing projects within the PPP ecosystem. Dubbed DP3, the newly launched digital platform specialises in managing partnership projects implemented under the PPP framework across all stages, namely project identification and evaluation, implementation, and commencing of operations. A world first, the unique platform applies to government entities subject to Law No. (22) of 2015 regulating partnerships between the public and private sectors in the emirate of Dubai.

ENEC, General Atomics to collaborate on integration of advanced materials with nuclear technologies

ABU DHABI, 22nd March, 2024 (WAM) — The Emirates Nuclear Energy Corporation (ENEC) today announced that it has signed a Memorandum of Understanding (MoU) with General Atomics (GA), a leading US advanced technology solutions company to collaborate on using advanced technologies and materials for nuclear energy supply.

They will also cooperate on prospects that utilise ENEC’s experience in developing new nuclear builds and investments in GA’s’ advanced non-light water reactors, material production and 3D manufacturing capabilities. The MoU was signed on the sidelines of CERAWeek in Houston, USA.

As part of the MoU, ENEC and GA Electromagnetic Systems (GA-EMS) will explore collaboration opportunities covering several projects, including opportunities to utilise GA-EMS’ SiGA® cladding for nuclear reactor applications and Fast Modular Nuclear Reactor designs. Silicon carbide cladding will improve the safety and affordability of existing light water reactors and minimise outage time.

This innovative material will be utilised for the US Department of Energy-funded Fast Modular Reactor (FMR) design and other advanced or Small Modular Reactors (SMRs) that use high temperatures to achieve high efficiency in electricity production.

ENEC, the UAE’s mandated nuclear energy developer, is looking at all growth opportunities available to expand and enhance the nation’s nuclear energy sector.

ENEC is currently assessing several development, investment and partnership proposals across large-scale reactors, SMRs and advanced reactors to generate clean electrons and molecules, such as steam, hydrogen and ammonia, and provide process heat for various industries.

Mohamed Al Hammadi, Managing Director and CEO of ENEC, said, “Having successfully developed the Barakah Nuclear Energy Plant, the largest single source of clean electricity in the UAE, we are now focused on building international partnerships to drive innovation and R&D in new clean energy solutions. ENEC has efficiently delivered the four units of the Barakah Plant, making it the first multi-unit operational nuclear plant in the Arab world. The operational teams have brought a unit into commercial operation every year since 2021, demonstrating steady progress and extensive megaproject management expertise.

The Barakah Plant uses four APR-1400 pressurised water reactors capable of each producing up to 1,400 megawatts of clean electricity.

UAE President and King of Jordan discuss bilateral relations and regional developments

CBUAE maintains Base Rate at 5.40%

  • ABU DHABI, 20th March, 2024 (WAM) — The Central Bank of the UAE (CBUAE) has decided to maintain the Base Rate applicable to the Overnight Deposit Facility (ODF) without change at 5.40%.
  • This decision was taken following the US Federal Reserve’s announcement on 20 March to keep the Interest on Reserve Balances (IORB) unchanged.
  • The CBUAE has also decided to maintain the interest rate applicable to borrowing short-term liquidity from the CBUAE at 50 basis points above the Base Rate for all standing credit facilities.
  • The Base Rate, which is anchored to the US Federal Reserve’s IORB, signals the general stance of monetary policy and provides an effective floor for overnight money market interest rates in the UAE.

Dubai, UAE, 21 Mar 2024: From the 25-31 of March, Emirates invites customers to savour the flavours of Sakura onboard flights from Dubai to Japan, with special desserts, Kaiseki cuisine and dedicated Japanese content on ice.

Sakura, the enchanting cherry blossom, holds a special place in Japanese culture and beyond, celebrating the arrival of Spring and reminding us to cherish life’s fleeting moments. With 21 flights each week, Emirates’ customers travelling from Dubai to Tokyo, Osaka and Narita, can participate in the Sakura celebrations. In First and Business Class, customers will be treated to desserts that celebrate the season and can indulge in a trio of classic, Sakura and matcha mochi, with yuzu caviar and green tea anglaise.

Emirates’ customers in all classes can enjoy kaiseki, a traditional Japanese dinner composed of multiple courses. Many of the kaiseki components are seasonal, intricately prepared cha-kaiseki or casual kaiseki sets, artfully made in Emirates dedicated Japanese kitchen. DEWA organises annual Ramadan gathering for employees in a distinguished spiritual and social atmosphere

Dubai Electricity and Water Authority (DEWA) organised the annual Ramadan Gathering for its employees. HE Saeed Mohammed Al Tayer, MD & CEO of DEWA, senior DEWA officials, and many employees attended the event. This is a part of DEWA’s commitment to fostering a positive work environment and cohesion among employees. The gathering took place at Armani Hotel, Dubai.

Al Tayer congratulated DEWA’s employees on the occasion of the Holy Month of Ramadan, asking Almighty Allah to make the Holy Month a month of benevolence and blessings for the UAE’s leaders, government, and people, and to achieve the aspirations of Arab and Islamic nations, and all peoples in a world filled with peace, security, and prosperity.

The chamber’s efforts contributed to the completion of a strategic partnership between ONE MOTO and Global Synergy Trading DWC LLC that capitalises on global growth in demand for sustainable mobility solutions, particularly in the two-wheeled EV sector.

The chamber facilitated the partnership between ONE MOTO, a Dubai-based business specialising in the field of EVs, and Global Synergy Trading, a company from the emirate that operates in international trade, warehousing, logistics, and after-sales support. The partnership resulted in the launch of ONE-MOTO Technologies Private Limited, a new company that will manage joint overseas operations in the two-wheeled EV sector for the Indian market.

ADGM 2024 growth outlook: Over 70% of companies in ADGM Plan Workforce Expansion in 2024

ABU DHABI, 20th March 2024 (WAM) – A survey by the Abu Dhabi Global Market (ADGM), which stands as a testament to the vision and ambition that drive the UAE and the wider region’s economic landscape, indicates a strong growth trajectory in several sectors, with Asset Management poised to take the lead, as 18.56 percent of respondents recognise its significant growth potential.

Following closely are the Fintech and the fields of Digital Assets, Blockchain, and Distributed Ledger Technology (DLT), with 17.08 percent and 16.83 percent of stakeholders banking on their rise, respectively, according to the comprehensive survey conducted among the ADGM community that offers a window into the promising outlook for ADGM in 2024.

These sectors are reinforced by the growing interest in Sustainable Finance and Private Banking and Wealth Management, which are also projected to experience substantial growth. Furthermore, Professional Services are forecast to continue their upward trend, rounding out the sectors set for expansion within the dynamic financial landscape of the IFC.

ADGM’s Unique Position as a Premier IFC

The survey shed light on the unique attributes defining ADGM’s appeal as a business hub. Notably, 21.35 percent of participants acknowledged the robust regulatory environment as a cornerstone of ADGM’s competitive edge. The market’s strategic location was also highlighted by 19.66 percent of the survey pool, underlining ADGM’s role as a strategic gateway for tapping into the MEASA region and beyond.

The multitude of networking opportunities (17.04 percent), the exceptional quality of life (14.98 percent), and the diverse community (14.04 percent) were also recognised as key strengths that contribute to ADGM’s position as an attractive business destination. In addition, the availability of a skilled workforce, acknowledged by 11.24 percent of respondents, emphasises the market’s capacity for attracting and fostering professional talent.

Anticipated Employment Surge in ADGM

A total of 70.81 percent of companies anticipate expanding their workforce in ADGM during 2024, with 29.93 percent expecting significant increases and 40.88 percent planning moderate growth in staffing. This collective optimism underscores Abu Dhabi’s robust economic health and the strong confidence within the business community in the IFC’s conducive business environment.

Business Community Confidence in ADGM

The confidence in ADGM is further reinforced by the readiness of the business community to recommend the IFC to businesses. An impressive 97.08 percent of business leaders express a positive inclination towards endorsing ADGM. Among them, 71.53 percent are “Highly Likely” and an additional 25.55 percent consider themselves “Likely” to recommend it. This substantial majority reflects the strong confidence in ADGM’s world-class regulatory framework, advanced infrastructure, and exceptional business opportunities within the global business community.

Moreover, this clearly reflects that ADGM’s comprehensive approach to fostering a supportive, innovative, and thriving business environment is resonating with the global business community, positioning it as a leading IFC and a hub of economic activity for the future.

DP World Foundation provides over 360,000 Iftar meals during Ramadan

DUBAI, 20th March, 2024 (WAM) — DP World Foundation (DPWF) has teamed up with the Dubai Charity Association to distribute 12,000 Iftar meals daily to workers in the JAFZA community throughout the Holy Month of Ramadan.

In a joint effort reflecting the values of tolerance and compassion associated with Ramadan, DPWF – the philanthropic arm of DP World – has embarked on this initiative to foster harmony among diverse cultures and beliefs in the UAE.

Senior management of DP World and Dubai Charity Association visited one of the three dedicated Iftar tents in Jafza yesterday to engage with the community’s volunteers and members. The campaign will provide 360,000 meals during Ramadan.

The delegation included Nasser Abdulla, Vice Chairman of the DP World Foundation; Abdulla Bin Damithan, CEO and Managing Director of DP World GCC; Ahmed Ibrahim Al-Suwaidi, CEO of Dubai Charity Association; Nabil Qayed, DP World Foundation, Board Member and Executive Vice President of Corporate Support at DP World GCC; Latifa Al Qemzi, Director-General of DP World Foundation; Abdulla Al Hashmi, Chief Operating Officer of Parks and Zones at DP World GCC, and a number of senior officials.

Tabreed shareholders approve new record high dividend payment for FY 2023

  • DUBAI, 20th March, 2024 (WAM) — Tabreed, the UAE’s leading international district cooling company, yesterday held its Annual General Assembly (AGA), during which shareholders approved a record high dividend payment of 15.5 fils per share, paid fully in cash. As disclosed in the company’s recent full-year results for 2023, this represents an increase of 15% over the previous year and recognises Tabreed’s strong financial performance. During 2023, Tabreed reported a growth of 9% in revenue and an increase of 25% in net profit before tax to parent.
  • Tabreed’s AGA was chaired by the company’s Chairman, Khaled Abdullah Al Qubaisi, and during the meeting shareholders confirmed the appointment of two new board members: Geert Bunkens and Marion Deridder Blondel.

Dubai Chamber of Commerce Boosts Events and Exhibitions Industry with ATA Carnets

Dubai Chamber of Commerce, one of the three chambers operating under the umbrella of Dubai Chambers, has revealed that record growth was achieved in the value of goods and commodities imported under ATA Carnets during 2023. A total of 5,492 ATA Carnets were issued and received for goods and commodities worth AED 5 billion, representing a remarkable year-over-year growth of 47% in value.

This record value reflects strong growth within Dubai’s exhibitions, events, and conferences sector, to which ATA Carnets are closely linked, and underlines the city’s growing status and reputation as a leading global destination for business and events.

Data from this year indicates that 1,118 ATA Carnets were issued and received for goods with a value of AED 695 million during January and February alone, highlighting continuing positive momentum within the events and exhibitions sector in the emirate.

ATA Carnets are an effective tool in the attraction and organisation of international events and play a vital role by facilitating the duty-free and tax-free temporary importation of goods for up to one year. This contributes significantly to enhancing the smooth movement and transportation of goods and equipment for exhibitions, shows, and other events.

His Excellency Mohammad Ali Rashed Lootah, President and CEO of Dubai Chambers, stated that ATA Carnets enhance Dubai’s economic flexibility and boost the growth of various business sectors, especially in terms of simplifying customs procedures for the transport of goods and commodities to be used in exhibitions and shows. About ATA Carnets
Also referred to as a ‘Merchandise Passport,’ an ATA Carnet is an international customs document that permits the temporary importation of duty-free and tax-free goods for up to one year. The document forms part of a standardised international mechanism created by the Istanbul Convention in 1990 under the guidance of the World Customs Organisation (WCO) for the temporary importation of goods.

ATA Carnets enable marketing representatives, exhibition participants, and business travellers to make the necessary customs arrangements in advance at a set cost, travel to various countries, and return to their home countries without any issues or delays. The documents can be utilised multiple times within one year.

Goods covered by ATA Carnets include goods for use at trade fairs such as commercial samples, professional equipment, audiovisual equipment, and computers, as well as items like repair tools, photographic and film equipment, musical instruments, industrial machinery, vehicles, jewellery, clothing, medical appliances, aircraft, racehorses, artwork, and prehistoric relics. Items that are not covered by the documents include perishable or consumable items and goods for processing or repair.

ATA Carnets reduce costs for exporters by eliminating value-added tax (VAT) and customs duties. ATA Carnet holders are not required to post security deposits with customs. The documents also simplify border crossings by allowing importers and exporters to use a single document for all of their customs formalities.
